This is how goal setting plays such a major role in society. As more and more people set goals, the more society moves forward. However, it can't stop on the goal setting. There is a process to goal setting, and it needs a system that allows you to take action.
After all, many people do have goals. We see it every year, at New Years, when the resolutions are set. But, they never really get set, and go, because within 2 weeks, it is all forgotten till next year!
